Can You Download Dlc Without the Original Game on the Playstation3?

I want the fallout expansions yet I dont have the original fallout game. Can I download it off of Playstation 3 without the original game?

Suggestion:

If it's anything like on Xbox Live you can download them but can't play them without the original game
