Playstation 3 Won't Connect to Playstation Home?

For about a month now my PS3 hasn't been able to connect to PS Home. Every time I try to start it up, it loads then makes me agree to a terms of use message dated to December 2008. After I accept it, an error message pops up saying that it can't connect to the server. Can anybody help?

Suggestion:

have you reset your clock and date since the ps3 march 1 error ?
updated your firmware to 3.21 ? reset your router and internet connection on the ps3 ?
if you've done those maybe you have a sub account ? or maybe just a problem with ps home itself ?
try deleting ps home and any ps home save data – then click on the home icon to redownload and install it again – start ps home and do any setup required to redo your avatar etc. .
